Combating Bullying Policy

Rationale:

At Castle Academy our aim is to provide a welcoming, secure and safe environment for staff, pupils and all those receiving services from the school.

Purposes:

The aims and objectives of this school in formulating this statement are

  • to reduce and eradicate all forms of bullying
  • to establish appropriate means of providing after-care should incidents of bullying occur
  • to ensure all staff and pupils are aware of this policy and fulfil their obligations to it to meet any legal obligations which rest with the school

Definition:

Bullying is behaviour by an individual or group, repeated over time, that intentionally hurts another individual or group either physically or emotionally. Bullying can take many forms and includes cyber-bullying, via text messages or the internet.

Guidance:

Section 89 of the Education and Inspections Act 2006 provides that maintained schools must have measures to encourage good behaviour and prevent all forms of bullying amongst pupils. These measures should be part of the school’s behaviour policy which must be communicated to all pupils, school staff and parents.

Setting Standards:

The values and beliefs underlying this policy may be considered in the context of the following statement

  • all bullying is unacceptable, regardless of how it is delivered or what excuse is given to justify it
  • the school recognises the detrimental effect on pupils who may be subjected to bullying and will work actively to minimise the risks
  • victims of bullying will be treated in a supportive manner, rather than being regarded as a burden to staff and peer groups
  • the harmful effect on a pupil’s performance, which can be occasioned by bullying, is recognised and the school is committed to combating all bullying behaviour

Headteacher:

  • Build and maintain a school ethos which is welcoming, supportive and inclusive of all pupils, parents/carers and staff
  • Promote the wellbeing and ensure the safeguarding of all pupils in the school
  • Ensure the voice of pupils, staff, parents and carers is heard and communicated to governors
  • Ensure that the school’s anti-bullying policy and related practice is complied with consistently and effectively
  • Take action to prevent all forms of bullying
  • Ensure all staff regularly receive appropriate training to enable them to recognise and prevent all forms of bullying and ensure they are clear about their roles and responsibilities in preventing and responding to bullying
  • Develop and implement a system for recording incidents of bullying and hurtful behaviour which staff know and use consistently
  • Ensure that appropriate support systems are in place to prevent and respond to bullying, including peer support programmes
  • Provide structures and systems that respond effectively to pupils’ views and ensure that all staff, pupils and other stakeholders are supported to participate in the review and impact assessment of behaviour and anti-bullying policies
  • Monitor the continued progress and self-esteem of the targets and perpetrators of bullying

  • Observe and implement the school’s anti-bullying, racist incidents, behaviour and equalities policies and practices including the keeping of relevant records of incidents
  • Contribute to consultations, reviews and impact assessments
  • Develop and support curriculum opportunities to promote equalities and address bullying
  • Provide a consistent response to incidents of bullying and hurtful behaviour whatever its nature or motivation
  • Provide support to both the targets and perpetrators of bullying
  • Take part in relevant professional development and maintain awareness about their role and responsibilities in preventing and responding to bullying and promoting equalities
  • Promote a positive view of difference and challenge prejudice and stereotypical views both through classroom practice and by modelling the behaviour and values they are trying to instil
Pupils:

  •  With the help of staff and parents/carers, create a positive working atmosphere within school where bullying is regarded as unacceptable, difference is celebrated and discrimination is actively challenged
  • Respond to requests for information, opinions and suggestions to help improve the anti-bullying work of the school, e.g. Class Council and School Council.
  • Report any incidents of bullying to a member of staff, whether directed at themselves or at somebody else
  • Take responsibility for personal behaviour and actions and treat one another with respect and kindness
 Parents:

Prevention of bullying:

Whole School Approach

Pupils discuss bullying in the autumn term each year, linked with National Anti-bullying Week. Through discussions in assembly and in the school council they have developed their own information booklet about bullying which is an appendix to this policy.

Class Council

Individual classes will address issues around bullying throughout the year in circle or discussion times. An age appropriate Anti-Bullying programme of work has been devised for each year group by the PSHCE Co-ordinator and is implemented annually by class teachers

Parent Support Advisor

The school works hard to ensure that all pupils know the difference between bullying and “falling out”. The school employs a Parent Support Advisor to work with children, who talks to children who have concerns, runs circle of friends groups and supports peer mediation.

 

Responding to bullying:

All reported incidents of bullying must be investigated and taken seriously by staff members.

 Supporting Victims of Bullying:

The Headteacher, a member of the leadership team or Parent Support Advisor will take time to discuss the issues with the victim of bullying and suggest strategies on how best to deal with the situation. Strategies to support a victim of bullying will be put in place by staff. These may include:

  • a buddy system
  • adult support at playtimes
  • the opportunity to talk regularly to a member of staff
  • being able to get to a single point of contact immediately for support

Supporting those who take part in Bullying:

  • Staff will take time to discuss the issues with the bully and if appropriate carry out relevant sanctions (See Behaviour policy)
  • Where appropriate the Headteacher will invite the children’s parents to school to discuss the situation. Parents and carers are welcome to request this.
  • The school will try hard to support the offender through mentoring and by setting up home school link systems, working with parental support

Further Actions:

  • The Parent Support Advisor will support victims of bullying and those who take part in bullying
  • It will be made clear to all the children that bullying will not be tolerated
  • If the incident is not too serious a problem solving approach may help. Each child must be given an opportunity to talk and the discussion should remain focused on finding a solution to the problem and stopping the bullying reoccurring; where possible the pupils will be reconciled. The Headteacher, the leadership team and other appropriate member s of staff will monitor the situation closely afterwards
  • In extreme situations The SENCO or Headteacher may contact external services, for example, the Behaviour Support Team or Educational Psychologist
  • In some cases exclusion may be considered
  • All incidents of bullying are recorded on the Child Protection and Online Monitoring System (CPOMS)
  • The school’s anti-bullying policy is available on the school website and on request from the school office

Recording Incidents of Bullying:

  • When a possible incident of bullying is reported it must be recorded on Child Protection Online Monitoring System (CPOMs). This will be the responsibility of the staff member concerned. The Headteacher and members of the Senior Leadership Team must be alerted
  • All suspected incidents of bullying will be discussed and reviewed by the Senior Leadership Team
  • If the bullying includes racist abuse the Headteacher must be informed and the incident will be recorded in the racial incident file
  • Governors will receive regular updates from the Headteacher through the Headteacher’s report to governors once a term. The Chair of governors will be informed of any serious incidents of bullying

Monitoring and Review of Policy:

All bullying incidents will be recorded in Child Protection Online Monitoring System (CPOMS) by the member of staff who initially dealt with the incident. Actions will be recorded by senior staff linking to the incident report.

Bullying Incidents and patterns are monitored at least once per half term using the information gathered in CPOMs. Monitoring aims to identify patterns and look out in particular for racist bullying or bullying directed at children with disabilities or special educational needs. This will inform behaviour support planning and interventions.
